The short answer is that the child still has to go. The court doesn't care if it's not fun or enjoyable at the other house, or if the child really wants to stay with the other parent. Those are not good reasons not to make the child see the other parent. The presumption is that spending time with both parents, both good and bad time, is in the best interests of the child. The court does care if the child is being abused or neglected (as defined by Child Protective Services). That would probably be considered a good reason to withhold access, but what level of abuse or neglect is considered enough is for the court to decide.
